JFAC approves Industrial Commission fund transfers and FY2026 IT/personnel adjustments

Budget analyst Noah Peterson explained the FY2025 supplemental was a fund reallocation (net zero) needed after the agency determined roughly $47,000 of a one‑time appropriation was allocable to the peace officer and detention officer temporary disability fund. The committee approved the net‑zero fund shift unanimously (20 ayes, 0 nays).
For FY2026, the Industrial Commission sought one‑time IRIS maintenance contract funds, several ongoing reclassifications and position changes (using existing FTP where possible), replacement items, and IT replacement items. The committee approved the FY2026 package on a roll call (vote recorded as 19 ayes, 1 nay total across both panels) and will send the measures to the floors with due‑pass recommendations.
Why it matters The IRIS maintenance and IT replacement items support a case management/records system and the commission’s regulatory functions for utilities claims, workers’ compensation and associated adjudication. Reclassifications were described as necessary to align positions with duties; the agency did not request additional FTP for most personnel changes.
