Sharyland ISD board approves District of Innovation amendment to broaden district-issued certification for CTE and programming

The Sharyland Independent School District Board of Trustees voted 7'0 to adopt an amendment to the district's District of Innovation plan that seeks exemptions to portions of the Texas Education Code related to teacher certification for certain Career and Technical Education (CTE) and advanced academic roles.
Jennifer (district staff) presented the amendment, saying it has passed the district's DEIC review and would seek exemptions to TEC Sec. 21.003 and 21.057(a'e) to allow the district to issue local certificates for certain CTE, programming (which the presenter said can qualify as a language-other-than-English credit in some courses), and advanced-academics roles. The presentation stated that special education and bilingual staff would continue to follow State Board for Educator Certification (SBEC) requirements.
Trustees asked for clarification about the scope of exemptions. Administration said the change is focused on CTE and related areas and is not a mechanism to alter certification requirements for bilingual or special education instruction. The amendment was described as aimed at staffing flexibility in specialized CTE areas, including allowing teachers in CTE programming courses to grant foreign-language credit where state rules permit.
Trustee Julio Serra moved the motion to adopt the amendment; Trustee David Keith seconded. The vote was unanimous, 7'0.
Administration said the district will continue to report locally issued certificates to the state and set eligibility expectations and timelines for staff to obtain SBEC certification when required.
