Council gives consensus to add paving, boulders, gates and fencing at Flora Cross Country site from contingency

City Manager John Homan told the Spokane Valley council on May 20 that contingency funds from the Flora Cross Country project can be allocated to several site-security and paving items as the project nears completion.
Homan described four items for the council's consideration: (1) pave additional parking-lot area (negotiated price $117,495), (2) place on-site boulders as parking-lot barricades ($16,770), (3) install three entry gates at driveway locations ($34,025), and (4) install split-rail fencing along the frontage and to the property boundary ($30,490). Homan said the items are intended to protect the turf and course from vehicle incursions and to treat the project like other paved city projects.
Council members discussed the items. Council Member Patten said he favored paving, boulders and gates and questioned the split-rail fence's effectiveness as a security measure; Council Member Yeager asked whether gates would be locked when not in use and staff said that is the intent and that the city has services to lock/unlock similar gates. Homan said the contingency would still have an available balance (reported by staff after authorization) to hold for remaining waterline work under the UP track if needed.
Council gave consensus to proceed with all four items.
