Caldwell City Council approved annexation AN25-01 on May 19, accepting an 18.62-acre parcel into city limits with an initial R-2 zone. Planning staff said the owner is not proposing development at this time and requested annexation to comply with a municipal services agreement recorded after a house on the parcel had to connect to city water when its well failed.
Katie Wright, associate planner, explained the application was submitted before the new city code and was analyzed under the code effective January 2025. Wright said the parcel is surrounded by single-family residential uses, Valley View School District property and other approved developments within one mile. Staff recommended approval with a single site-specific condition: if the property develops in the future it must comply with Caldwell City Code requirements in force at the time of any future application.
David K. Orton and Brent Orton, representing the applicant and the engineering firm, thanked staff and contractors who assisted with a timely water connection. Brent Orton noted the annexation includes transferring surrounding rights-of-way into the city to avoid leaving public ways outside the annexation boundary.
Why it matters: The annexation regularizes the property's status after a municipal-services connection and brings the parcel under city zoning and code enforcement; the R-2 designation aligns with its neighborhood residential character.
Next steps: The council approved the annexation and a related ordinance by title; staff will record the annexation and apply the initial zoning as required.
