Council approves ACOG amendment for demand-response transit and hears ridership, cost data

The Cibolo City Council voted 6-0 to approve amendment number 10 to the interlocal agreement with the Alamo Area Council of Governments (ACOG) for demand-response transit service in the Cibolo area and to address previously unpaid amounts cited by ACOG for earlier fiscal years.
Sean Scott, senior director at ACOG, presented ridership and operational data for Alamo Regional Transit. Scott said Alamo Regional Transit provides demand-response service, a once-weekly route (El Sereno) and special-event shuttle service; Via Metro is the regional service provider where applicable. He said Alamo Regional Transit recorded over 145,000 trips in 2024 across programs and that Cibolo accounts for roughly 2 percent of system trips. For 2024 and year-to-date 2025, the system is largely meeting demand but noted the demand-response service is at capacity and there is unmet demand.
Scott provided cost figures: an Alamo Regional Transit cost-per-trip of about $57 and Cibolo’s contribution for the city’s route/service of about $8,100 per year, which Scott said Via Metro matches with a similar contribution. The ACOG presenter said Alamo Regional Transit covers the balance through other contracts (aging services, Medicaid, veterans programs) and cautioned about potential future gaps if certain contract funding is lost.
Council members asked about trip purposes (dialysis, senior center, YMCA, grocery trips and Walmart were cited as common destinations) and discussed outreach to major trip generators. Councilwoman Cunningham asked about a service provision tied to Cibolo Fest; staff clarified that one Saturday per year coinciding with Cibolo Fest would be included as 24 revenue hours in the amendment.
Councilwoman Cunningham moved to approve the amendment; Councilman Hicks seconded and the motion carried 6-0. Council also approved a related FY26 amendment on the subsequent agenda item.
