Council OKs Quorum Architects contract to design new animal shelter funded by 2024 bond

The Cibolo City Council voted 6-0 to approve a contract with Quorum Architects for engineering and architectural design services for a new city animal shelter, a project authorized by a voter-approved bond.
City staff said the city solicited qualifications in 2025, received five responsive submissions, shortlisted three finalists and interviewed those firms before selecting Quorum Architects as the preferred vendor. The council previously authorized the city manager to negotiate an agreement with Quorum; the item before the council was final approval of that negotiated contract.
"We came up on that. We narrowed the top three down to the top three finalists, interviewed those firms, and came up with Quorum Architects to be the one that we the preferred vendor," Brian Huggins, presenting staff member, said. Councilwoman Cunningham moved to approve the contract; Councilman Hicks seconded. The motion carried 6-0.
Staff told council members representatives of Quorum were present for questions; none were raised during the meeting. The city said it looks forward to receiving design renderings once work proceeds.
