Cibolo approves participation in CCMA South wastewater plant expansion; city’s estimated share about $33.8 million

The Cibolo City Council on a unanimous vote approved the city’s participation in a planned expansion of the Cibolo Creek Municipal Authority (CCMA) South Wastewater Treatment Plant and authorized the city manager to sign the contract.
City engineer/staff presented the agreement and cost estimates. The expansion under negotiation is a 2.5 million gallons-per-day (MGD) addition to an existing 5.0 MGD plant. The presentation said the expansion would yield roughly 88 living unit equivalents of additional capacity for Cibolo and that the city’s pro rata share of the estimated construction capacity is 45 percent. Staff provided cost estimates and a preliminary schedule: design beginning in October, an approximately 18-month design phase through about April 2027, bidding in 2027 and construction targeted for 2027 through late 2029 or 2030. City staff flagged the cost estimates as preliminary and subject to change once construction bids are received.
The cover materials and staff presentation listed estimated costs: a total estimated project cost in the materials of roughly $86,250,000, with Cibolo’s share of capacity-related construction costs at about $33,750,000. Staff said the design proposal came in lower than earlier estimates and listed a design cost figure (design proposal $8,384,165; Cibolo’s portion of design approximately $3,825,000). CCMA will issue a bond that includes an $8.5 million contingency; staff described that contingency as approximately 11.3 percent of an estimated construction cost cited in the packet.
Councilman Hicks made the motion to approve the regional wastewater treatment contract and authorize the city manager to execute it; Councilwoman Sanchez Stevens seconded. The mayor called the vote and the motion carried 6-0.
City staff noted the city could continue the item to the Sept. 23 meeting if councilors wanted more time to review details. The contract approval follows prior council direction to negotiate participation in the expansion and advances the city’s planning for projected southern-area growth and obligations tied to the city’s wastewater Certificate of Convenience and Necessity (CCN).
