Cibolo council limits rentals at MEC turf, sets rest day and allocates weekend slots to local teams

The Cibolo City Council on a 6-0 vote approved a new rental policy for the Municipal Event Center (MEC) turf that limits regular rentals to four days a week with staff authority to increase use to no more than six days, requires at least one weekly rest day for turf regeneration, and authorized specific recurring use for two youth soccer organizations.
Councilwoman Katie Cunningham moved to approve the policy; Councilman Hicks seconded the motion, which passed unanimously. "My motion is 4 days a week at discretion of staff up to 6 days, but no more than 6 days a week to rent it," Cunningham said during the meeting. The council later approved two additional motions, each carried 6-0: one allowing Relentless Soccer to use the MEC on Mondays and Wednesdays plus one weekend day per month, and another permitting the Firebirds team one weekend day per month.
The council discussion leading up to the motions emphasized the turf’s need for downtime and equitable access. "I would like to see the turf over there at the MEC get to rest at least 1 day a week, maybe 2," Councilman Mahoney said, adding that certain days (he and others identified "Bridal") rarely see use and are candidates for rest. Councilman Roberts echoed the call for shared, equitable access and noted the fields require periodic regeneration because they are not synthetic.
Council members also gave staff direction about weather cancellations: if a team that has booked multiple practices cancels due to weather, the motion allows them to move a practice to another available day within the same week. Councilmembers asked staff to work with Relentless on additional weekend availability beyond the guaranteed monthly weekend, noting Relentless has regularly used the facility and that staff should seek options when other weekends are open.
Staff and council emphasized the balance between accommodating long-standing users and opening the MEC to other teams. The motions passed as recorded on the council’s screens; the clerk announced each motion "carries 6-0."
