Edgecombe County commissioners on Oct. 6 approved a package of fiscal items including four budget amendments, revisions to capital project ordinances and an acknowledgment of Edgecombe Community College's FY 2025-26 budget.
Finance staff presented four budget amendments requiring board action: (1) moving funds within the health department to pay for contract nutrition services while a staff position is vacant; (2) appropriating insurance claim receipts in the sheriff's office; (3) recognizing loan/financing proceeds recently closed and appropriating related revenue and expense lines; and (4) appropriating a Governor's Highway Safety grant for the sheriff's office. Commissioners approved the four amendments by voice vote.
The board also adopted an amended major capital projects ordinance (to reflect a total project budget of $1,174,850, including $29,780 advanced from the general fund and $1,145,070 from recently issued limited-obligation bonds) and approved changes to the school capital reserve project ordinance to reflect updated sales-tax (Articles 40/42) revenue estimates. The school capital fund projection was revised to approximately $2.7 million in available funds. Both ordinances were adopted by roll call/voice vote as presented.
County staff also presented a list of contracts and procurement items, including sole-source justifications and recommended vendors tied to capital projects funded by the recent borrowing. Several temporary-staffing contracts for the Department of Social Services (to cover vacant positions) were on the agenda; staff said there is sufficient budget now to cover near-term contract payments and that a formal budget amendment to align lines will be brought back in November if needed. The board approved the contracts and vendor list as presented.
Separately, the board acknowledged the Edgecombe Community College FY 2025-26 budget the trustees submitted and confirmed the county appropriation included in the county budget. Because Commissioner Harris is an employee of Edgecombe Community College and Commissioner Webb indicated a potential conflict, both were excused from voting on the college budget acknowledgment at their request; the remaining commissioners voted to approve the acknowledgment.
Why it matters: The actions allocate recently obtained financing into capital projects, advance facility upgrades and confirm county support for the community college budget. Temporary staffing contracts affect service delivery in departments with vacancies.
