Rules committee takes no position on charter amendment to codify council compensation commission recommendations

The committee reviewed CA-1-25, a charter amendment to codify recommendations from the City Council Compensation Commission concerning council compensation and related processes. Committee members identified a related charter amendment, CA-2-25, that would change the timing of when recommendations must be transmitted relative to election events and asked staff to reconcile the two measures.

Members expressed concern about potential contradictions between the two charter changes and requested staff prepare a corrective amendment so CA-1-25 would be internally consistent in time for the council agenda. Given the need for that technical clarification, and the proximity to council deadlines, the Rules Committee voted to take no position and directed staff to resolve the timing/language questions and circulate corrected text prior to the next council meeting.
