Hawaiʻi Community Development Authority hears update on $1M Heʻeia gravel access road and streambed clearing

They started work in mid July and they completed in mid August,” Little DeNoi said. She also thanked communications officer Francine Murray for producing a before-and-after video of the site.
The update was presented as an information item because the authority did not have a quorum at the start of the meeting. Sterling Kiba, chairperson of the Hawaiʻi Community Development Authority, opened and closed the item and thanked staff. No public testimony was offered during the presentation.
According to the staff report, the contract dated July 14, 2025, covers work described in the agenda as design and construction of a gravel access road from Ala Loa Street to He‛eia Stream and stream bed vegetation removal and management located in He‛eia and further described by TMK 1 four-six-sixteen thousand and 1. Little DeNoi said crews cleared heavy brush, exposed the stream channel, reestablished flowing water and planned to replant native species in portions of the bed to restore ecosystem function.
Little DeNoi told the authority that compacted gravel will create access for trucks and, later, for school groups that will visit the site. She characterized the contractor's work as rapid: “they completed in mid August,” she said, and staff provided before-and-after imagery to illustrate changes.
Because fewer than a quorum of board members were present, the board deferred approval of the previous meeting minutes until its next meeting. The He‛eia contract update was informational only; no vote or formal action to modify the contract was taken during the Oct. 1 meeting.
The authority adjourned and noted it would reconvene later that morning for a separate meeting of other members. The presentation did not specify funding sources beyond the contract amount or provide a detailed long-term maintenance plan; those details were not specified in the information presented.
