Finance committee approves Duluth airport lease extension, Jaggaer procurement‑software renewal and amends IT administration policy

Lake Superior College airport lease: Paul Harrington, system real estate manager, described the college’s request for a five‑year extension of a lease at Duluth Airport where Lake Superior College operates its professional pilot and aircraft maintenance technician programs. Harrington said the college renovated the space during the initial term and that the campus does not expect additional improvements at this time. The college reported the total contract value over 15 years is “just shy of $7,000,000.” Trustees discussed whether flight training fees cover operating costs; campus representatives said flight fees pay flight services but the facility lease and program subsidies are covered from the college operating budget. The committee approved the lease extension; staff said the program is subsidized by the college operating budget rather than recovered fully from student fees.
Jaggaer procurement software extension: Tim Anderson, system director for procurement and contract management, presented a request to extend the Jaggaer contract, which the system uses for sourcing and contract management. Anderson said Minnesota State moved downstream procurement transactions (requisitions, purchase orders and invoicing) into Workday but retained upstream sourcing and contract functions in Jaggaer. The request extends the contract to June 2028 and increases the total not‑to‑exceed contract value by $945,750 to $6,810,000; the current contract expires 06/30/2025 and has a not‑to‑exceed value of $5,860,000. Anderson said assessments to campuses fund the costs; those assessments are expected to decrease over time as overlapping Workday modules are eliminated. Trustees approved the extension.
Board policy amendment: committee members considered a second reading and approval of proposed amendments to Board Policy 5.13, Information Technology Administration. Staff said changes substitute the phrase “strategic work plan” for “strategic plan,” allow greater flexibility for campuses to adopt their own policies where appropriate and add language about data access and data integrity. The committee approved the amended policy.
