The Dade City Commission unanimously approved the sale of a small, narrow city-owned parcel at the corner of Clinton Avenue and Carmen Avenue to Prosper LPC LLC for $5,000 plus recording and closing fees.
Staff advised the commission that the parcel measures just over 5,000 square feet, is long and narrow, and — because of its shape — cannot be developed as a standalone lot under county setback rules. Only the adjoining property owner, Prosper LPC, responded to the city's notice seeking interest in the surplus property, staff said. The original offer was $2,520; commissioners authorized a counter and approved sale at $5,000.
Catherine Rosman, staff presenting the analysis, told commissioners: “As a standalone piece of property, that is a fair price because nothing can be built on it because it's so narrow.” City staff said the purchaser intends to use the additional footage to meet county setbacks for a duplex on the adjoining lot and that any future utility agreement with the city would require annexation if the property becomes contiguous.
The motion to approve the sale, amended to set the sale price at $5,000 plus fees, passed on a roll-call vote: Scribe — Aye; Church — Aye; Mayor Black — Aye; Cosentino — Aye; Mayor Pro Tem Woodard — Aye.
City staff recommended the sale to return the parcel to the tax rolls and remove city liability for the vacant strip, and commissioners noted the parcel’s constrained size limited independent value. The purchaser will be responsible for transfer and recording fees, staff said.
