Frio County approves speed limits, proclamations, contracts and multiple road and equipment actions

Frio County Commissioners Court met May 27 in Pearsall and approved a slate of routine and time-sensitive items, including setting new speed limits on several county roads, adopting a proclamation for Community Action Month, authorizing employee health services, accepting multiple material donations for road repair, approving contracts and purchases for county departments, and recording insurance proceeds tied to the Dilley Annex fire.

The court voted to set a maximum speed limit of 30 miles per hour on County Roads 4600, 4601, 4602, 4603, 4604 and 4605 after a public hearing was opened and closed with no speakers. Commissioner Connell made the motion and Commissioner Martinez seconded. The court approved the order to sign the speed-limit resolution.

Commissioners proclaimed May 2025 as Community Action Month, reading a proclamation noting the Community Action Council of South Central Texas and the agency’s presence in numerous counties. The proclamation was adopted by motion from Commissioner Martinez and seconded by Commissioner Connell.

The court approved a service agreement with Capital Health to provide on-site and virtual preventative health checkups to county employees through the county’s TAC health plan connection. The agreement requires a minimum clinic participation (30 available appointments, 25 minimum participants per onsite clinic) and carries fees if staffing minimums are not met; Commissioners approved the agreement and a companion resolution authorizing the county commissioner of Precinct 3 to sign if needed.

The court authorized issuing a sealed request for proposals (RFP) for the county’s 2025–2026 group medical, dental and life insurance. The RFP ad will run in the county paper on 05/29/2025 and 06/05/2025; sealed proposals are due to the Frio County Auditor’s Office by 3:00 p.m. on 06/20/2025, and proposals will be opened and a selection made at the commissioners court on 06/24/2025.

Administrative and Road & Bridge actions approved included: • Acceptance of a donation from Crescent Energy: 50 loads of crushed limestone for County Road 3715 (Sharp Road). • Right of entry agreement with Shiner Ranch to obtain bulk water for road repairs on County Road 3715. • Acceptance of TxDOT donations of PB4 (approximately 240 cu. yd.) near Hwy 117 & Hwy 85 in Dilley and PB3 (approximately 280 cu. yd.) on FM 472 in Bigfoot for use on county roads. • Approval of a gas-line permit to Java Energy Partners Management LLC to install and maintain a natural gas line no more than 6 inches in diameter under County Road 3715; the permit fee was $500. • Approval to accept quote #2060126900 from T & W Tire to replace tires on unit #0191 for $5,848.34, to be paid from the county line item for batteries/tires/tubes. • Authorization to run a sealed-bid advertisement for a 2025 Intra-Med 130 BBL vacuum trailer (used as a water tanker) with the same RFP schedule noted above.

Public-safety and sheriff’s office items approved: • Authorization to use remaining Edward Byrne grant funds to purchase a radar unit and three vehicle unlock kits via Alvarado Emergency Lighting for a total of $5,300. • Approval of a deputy-uniform bulk order from Top Brass for $5,555.84 to outfit 20 officers (budgeted annual expense). • Approval of a $1,000 reimbursement to Cornes Seabar Ranch for property damage related to an incident on Highway 85 and Hurdfield (reimbursed from proceeds recovered from seized criminal property auctions).

The court approved a state-contract proposal (TIPS contract #230202) from Security 101 for access-control work at the Frio County Sheriff’s Office (proposal $1,940.50) and approved a resolution to authorize the appropriate precinct commissioner to sign.

The county auditor presented budget amendments to record insurance proceeds related to the Dilley Annex fire; the court approved an amendment to reflect a $150,000 insurance payment and associated line-item adjustments, and certified $150,000 into the general fund to allow related expenses. The court also approved terminating the services agreement with Evron Solutions for the Dilley Annex effective July 1, 2025, to allow replacement security services to be engaged.

Other routine business that passed included approving driver-record purchase agreement updates with the Texas Department of Public Safety and authorizing notifications and reporting processes for vehicle accidents and claims. The court approved bills payable and adjourned at the end of the special meeting.
