Duluth residents urge council to fund library repairs, staffing and materials

An eight‑year‑old student, Theo Spero, opened public comment with a brief statement about the library’s programs. Dan Dillard, former library board president and library advocacy committee member, said the library faces "slow motion emergencies" including failing infrastructure, staffing shortfalls and an aging collection. He asked the council to keep library needs on the forefront as it prepares the next budget.
Longtime library board volunteer Betty Ramsland described the main library’s aging HVAC, windows, roof and elevator, saying the building has been "band‑aided" for years. Ramsland and others noted that the library already offers fewer hours than peer institutions and recommended the council consider the long‑term consequences of continued underfunding.
Speakers thanked the council for a one‑time materials boost and recent safety funding but asked for an ongoing commitment to staffing, maintenance and materials funding. Several advocates said deferred maintenance and inadequate hours limit the library’s core public services and civic role.
Councilors acknowledged the comments and said they will consider the requests during the pending budget process; no council action was taken at the meeting during public comment.
