Planning Board receives Gold Hill RV Park site-plan application; wetlands and wastewater tests noted

The Wells Planning Board on Monday received a full site-plan application for the Gold Hill RV Park and scheduled a site walk for Thursday, June 26, at 6:30 p.m. to review the revised layout and related issues.
Jamie Garland of Mainland Development Consultants introduced the application and was joined by property owner Richard Boyse. Garland said the concept originally envisioned about 100 campsites, but a wetlands investigation identified potential vernal pools and other wetland features that pushed development closer to Bald Hill Road; the revised plan is approximately 64 sites.
Garland told the board the project will submit a stormwater-management application to the Maine DEP this week. Utilities, including power and water, are proposed to serve all sites; test pits for subsurface wastewater systems were being performed on the day the application was submitted. Garland said the design anticipates three non-engineered wastewater systems, each under 2,000 gallons per day, and one large detention basin for stormwater management.
The board voted unanimously to receive the application and to schedule a site walk; members asked the applicant to stake the layout and provide a map layer for on-site navigation. Board members requested that staff and the applicant confirm test-pit results and DEP filings before the next substantive review.
