Highland Dairy representative questions Region 20 bid outcome for Eagle Pass ISD milk contract

Enrique Salvador, a sales representative for Highland Dairy, told the Eagle Pass Independent School District Board of Trustees during the citizen-communications portion of the meeting that his company was told it had been awarded the district's milk contract through Region 20 but that the district apparently opted for another provider.

"We've served the district as your milk provider for the past 25 years," Salvador said. He said the company was notified that Region 20 had awarded the bid to Highland Dairy and then was later told "for some reason, they wanted to opt for another provider." Salvador said the district could pay "around an average of $20,000 more" if another milk provider were chosen.

Salvador told the board he had open communication with the district's kitchen supervisor and kitchen staff and that, to Highland Dairy's knowledge, there were no complaints during 2024 about product quality or school shortages. "For the entire year of 2024, we did not hear a single complaint of us as far as quality product or any of the schools running out of product," he said.

Board procedure limited responses during citizen comments. Board President Jorge Herrera said, "This being a citizen communication, we don't answer, in the citizen communication. We just listen to whatever the citizens are bringing up." Salvador had offered to answer any board questions and said he was available if trustees wanted more information.
