Board asks health department to clarify smoking enforcement, stagnant-pool response after resident concerns

Maria Varenaga, District 2, asked the board to clarify city enforcement of smoking regulations after observing smokers standing near building entrances and airports. She said, “I know there's an ordinance wherein you're not allowed to smoke, like, 25 feet from the entrance of a establishment,” and asked how the rule is enforced.
Oz Rodriguez, staff liaison, said enforcement was previously handled by the health department in connection with restaurant inspections but that some responsibilities have reverted to state authorities; he offered to invite the Garland Health Department to speak at the next meeting to explain current enforcement practice and signage.
Varenaga also raised concerns about private residential pools filling with rain and becoming mosquito breeding grounds. Staff confirmed the board can request a health department briefing on stagnant pools and vector control procedures. The board agreed to invite health staff to describe department responsibilities and enforcement options at a future meeting.
The meeting did not include a formal vote; the action taken was a staff assignment to request a health-department presentation.
