Board backs developer obligation to finish Black Ridge distribution line before further connections

The Hurricane City Power Board recommended the City Council approve a development and power-line extension agreement with Black Ridge/Wasatch Commercial Builders that clarifies the developer’s obligation to install distribution infrastructure before additional building connections are allowed.
Board members said the negotiated agreement requires the developer to pull distribution wire from the Sky Mountain Golf Course substation up Arlington Parkway to the Black Ridge property. That initial run would provide capacity for roughly 1,000 units counting currently platted parcels; beyond that, the developer must construct an express circuit from the 3 Falls substation to supply remaining phases.
Board members discussed phasing and contingencies. Staff said a Sky Mountain substation is planned but not yet built and that the transformer for Sky Mountain is expected in fall 2026. Members asked whether the utility could temporarily supply additional homes from the 3 Falls circuit if the Sky Mountain substation or transformer is delayed; staff said other local circuits provide room for short-term rerouting and that contingency routing could be required in the agreement.
The developer did not attend the board meeting; staff distributed the developer’s letter and a map showing proposed routed sections. After discussion, the board moved, seconded and passed a recommendation to forward the agreement to City Council.
The recommendation does not itself change utility infrastructure but asks council to approve the contract language and timeline that binds the developer to complete specified segments before the city authorizes additional meter connections.
