Youth commission reviews bylaws, seeks path for social-media policy and micro-grant resolution

Staff reminded commissioners that the youth commission bylaws are posted on the commission website and that amending those bylaws requires a formal resolution by the commission.

Julia Balestrieri said staff and “Bess” have reviewed procedures and are considering whether to draft bylaw language to codify processes such as a social-media policy and how to manage micro-grants. She said drafting such language and advancing it as a resolution would give commissioners experience preparing and sponsoring a resolution, including co-sponsors.

Commissioner Coughfield raised the social-media resolution and asked whether any commissioner would take it forward. Balestrieri said Commissioner Kaminski had worked on related materials and that staff would check attachments and prior drafts. On the micro-grant resolution, Balestrieri said the matter remains with the Office of Corporation Counsel; she said Bess had reached out and had not yet received a response. “They are doing really busy and important stuff,” she said of the counsel’s office, but added the delay has put the micro-grant item on “semi perpetual hold.”

Commissioners also discussed the role and frequency of standing committees, whether standing committees should meet in person or virtually, and using standing-committee time for planning and evaluation so that more work can be brought to the full commission for votes. Staff said those topics could be addressed at the retreat or at a leadership committee meeting.

No formal resolution was introduced at this meeting; staff said they would follow up with draft language and next steps.
