Road and Bridge staff presented line-item requests and updated revenue estimates during the July 15 budget workshop, citing higher-than-expected collections in some categories and additional facility demands from new county buildings.
The auditor reported an uptick in some Road and Bridge revenue lines (notably interest and intergovernmental receipts) and moved several JP fine and tax-collection estimates to match year-to-date receipts. The department requested multiple increases, including:
- Batteries/tires/tubes: increase from $100,000 to $150,000 (requested +$50,000) to support the department’s fleet of seven vehicles. - Vehicle and equipment repairs: increase from $300,000 to $375,000 (requested +$75,000) to cover heavier maintenance costs this year. - Drainage structures (culverts and related materials): increase to $100,000 (requested +$20,000) to support repair and replacement work. - Data processing/GPS tracking: increase to $25,000 (requested +$10,000) to cover GPS services for county vehicles and associated tracking subscriptions.
Marquez noted the TxDOT reimbursement that previously funded a road project closed and was removed from revenue and expenditure lines; she zeroed out the related $693,000 TxDOT reimbursement since the grant is complete.
Why this matters: Road and Bridge is a major operating department for county infrastructure; increases in fleet and materials spending and the addition of new county facilities (Moore building, Dilley resilience hub and the Camino Real site) are increasing operating costs.
Ending: Commissioners asked staff to identify potential trimming options if final certified revenue figures do not support all the requested increases; Road and Bridge representatives said some requests (particularly tires and repairs) reflect ongoing, established needs tied to a larger asset base.
