Procedural notes: Items on the consent agenda were passed by general consent unless removed. For RFQ-based professional services the city explained state/local procurement rules that require selecting the most qualified firm and then negotiating fee; cost is not used in initial RFQ selection. Staff said they follow procurement law and will return to council if negotiated staffing/hours need to increase for adequate project oversight.
