The Owasso Public Works Authority voted to accept the Morrow Gravity Sanitary Sewer Extension Project and to authorize a final payment of $94,066.10 to GC Enterprises of Claremore, Oklahoma, the authority heard during its meeting.
Staff said the project, awarded in March 2024, included installation of 4,460 linear feet of PVC sewer line, a 360-foot bore beneath U.S. 169, and 12 new manholes, and that all work was completed in May 2025. Earl Ferris, a staff member who presented the item, told trustees the work "went well. It went well. We had no issues." Staff recommended acceptance of the project and authorization of the final payment from the OPWA (LPWA) fund.
The authority also approved the consent agenda earlier in the meeting. Trustees recorded affirmative votes on both the consent agenda and the Morrow Gravity item.
According to staff, the original construction contract was awarded in the amount of $1,555,372 to GC Enterprises. Staff said the final contract amount after the authorized payment is $1,547,872, representing a $7,500 contract underrun. Funding for the final payment was identified as available in the OPWA (LPWA) fund.
Trustees asked a follow-up question about the bore beneath U.S. 169; Ferris said the bore operation "went well" and there were no issues. There were no further substantive reports from the OPWA manager or attorney listed on the agenda, and the meeting adjourned after new-business items were closed.
Votes at the meeting were recorded verbally by roll call; trustees who were recorded as voting "yes" on the Morrow Gravity item included Trustee Chad Balthrop, Vice Chair Bridal Dunne, Trustee Paul Loving, Trustee Cody Walter and Trustee Preuget. The motion to accept the project and authorize final payment passed.
