Middletown committee recommends awards for multiple school construction contracts

Committee leaders said the awards, taken together, reflect ongoing buyouts and trade-package pricing as the project moves from design into construction. Several awards were above the project's 60% construction-document budget estimates; others came in below budget or include owner allowances for unknown conditions.

- Elementary school — Rough carpentry (Bid Package 8): recommend award to Custom Drywall for $546,800 plus a $50,000 owners allowance for patching; RTA approval total $596,800 (noted as $6,800 above the 60% CD budget). Committee moved and approved the recommendation and directed that Phase 1 alternate 1 (all framing and drywall scope for roof work and regulator enclosures), Phase 1 alternate 3 (renovate toilet room) and Phase 2 alternate 4 (elevator) be held for later decision.
- Elementary school — Mechanical (Bid Package 12): recommend award to ESI HVAC for $479,400 (reported as $111,612 under the 60% CD budget). Committee approved the award and held phase alternates for later decision.
- Elementary school — Flooring (Bid Package 9): recommend award to Deb North Flooring for a base of $383,000 plus owner allowances for moisture mitigation ($155,050) and major floor prep ($115,950) for a total RTA of $654,000 (reported as $189,000 above the 60% CD budget). Committee approved the award and held specified alternates.
- Elementary school — Masonry (Bid Package 14): recommend award to Keenan Masonry for $265,362 plus a $15,000 owner allowance for glazed block; total RTA $280,362 (about $11,812 over the 60% CD budget). Committee approved and held alternates as noted.
- Middle/High school — Overhead doors and loading dock equipment (Bid Package 8D): recommend award to Wilco Sales & Service for $80,600 (reported above the 60% CD estimate). Committee approved the award and rejected or marked other alternates as not applicable for the package.

The project team reported this bid as approximately $4,374,544 above the 60% CD budget; the committee approved recommending the award while holding several alternates and accepting alternate 9 (a $15,000 option to provide a hoistway and elevator in the middle school wing in lieu of storage rooms).
All motions were presented, seconded and carried by voice vote. Where the transcript did not record a named mover or seconder on a particular motion, the committee's recorded action was a passed recommendation without a roll-call tally.
What happens next: the project team will continue trade-package buyouts, finalize owner allowances and pursue remaining alternates. The team indicated a target window for a GMP (guaranteed maximum price) for the middle/high school around late August to early September, pending completion of remaining buyouts.
Notes: the project team said some awards include substantial owner allowances to account for unforeseen conditions (for example, moisture mitigation under flooring). In at least one case (flooring), the project paid extra to reach minority- and women-owned business participation goals required by the Rhode Island School Building Authority (RIDE) review.
