PBAC seeks formal direction from mayor on committee remit; staff to present in‑lieu fee details at future meeting

Members said their customary responsibilities include one annual event, providing input to the Multimodal Transportation Master Plan (MTMP), review of private development proposals, and advising on public projects. One member said the draft is intended to confirm that the committee is doing work the city asked for—rather than pursuing unauthorized topics—and to ensure the committee’s time is spent on tasks that staff and council will consider.
City staff told the committee that many of those responsibilities are already reflected in ordinance and code, but staff cautioned that the planning department currently lacks capacity to undertake numerous code changes or to implement committee‑requested ordinance edits in the short term. Staff noted that some recommendations made by the committee in the past were included in staff reports (for example, on a Church Street multifamily project) but said many recommendations can sit in staff files until a related project or funding opportunity arises.
Committee members also pressed staff for a clearer process to track whether recommendations are acted on. Staff agreed to provide a monthly update when substantive movement has occurred, and to present an informational briefing about in‑lieu fees and available funding at a forthcoming meeting. Staff said some in‑lieu funds exist and that staff hopes to begin spending a small portion before year end; committee members indicated they want visibility into where in‑lieu funds are held and how they are allocated.
Finally, the MTMP subcommittee asked for one specific action next month: to add a recommendation to include the city’s Complete Streets policy in the MTMP. The committee agreed to place that item as an action on the July agenda so members can vote.
