City council declares District 3 election results; Gilbert Garcia sworn in

The Plainview City Council on June 6 adopted a resolution declaring the results of the May 31 election for Council District 3 and administered the oath of office to Gilbert Garcia.

City Secretary read the certified tally on the record: Gilbert Garcia received 12 early votes and 0 election‑day votes for a total of 12; Norma Galvan Juarez received 1 early vote and 1 election‑day vote for a total of 2; and Angel Azula received 6 early votes and 2 election‑day votes for a total of 8. The City Secretary said Garcia "received the majority vote and this resolution declares him as elected to the office of council member District 3." Staff recommended approval of the resolution, identified in the meeting as R2566.

The motion to adopt the resolution was moved by Council Member House and seconded by Council Member Rascon. The council announced the result of the roll call as "5‑0," according to the meeting transcript.

After the vote, Mayor Pro Tem administered the oath of office. Gilbert Garcia repeated the oath, including: "I, Gilbert Garcia, do solemnly swear or affirm that I will faithfully execute the duties of the office of council member of the City of Plainview, Hill County, Texas ... so help me God." Garcia then posed for photographs with family members who joined him at the dais.

The council did not record any public comment on the resolution during the meeting. Earlier on the agenda the council also approved the consent calendar, which included excused absences for Mayor Starnes and Council Member Martinez and minutes for prior meetings; that consent calendar vote was announced as "6‑0" in the transcript.

The adoption of R2566 fills the Council District 3 seat with the candidate the City Secretary certified as receiving a majority of the reported votes. No further action or related ordinances were introduced at the June 6 meeting.
