Council approves restroom purchase for Dunigan Park and adds purchasing cooperative; project funded with CDBG

Midland City Council on June 10 approved a resolution to contract with Restroom Facilities Ltd. through the BuyBoard purchasing cooperative for a prefabricated restroom at Dunigan Park. The council also approved a master interlocal agreement to participate in the 791 Purchasing Cooperative, expanding the city’s procurement options.
Staff said the restroom building costs $228,489 and related project costs (demolition, pad construction and utility hookups) total $71,922 for a project budget of $304,103. The restroom project is funded through Community Development Block Grant (CDBG) funds awarded to the city and no general‑tax increase is needed. Staff described the structure as a fabricated building shipped from Marble Falls and noted demolition of the existing structure and site preparation increase project costs.
Councilman Burkholder and purchasing staff described how the city uses multiple purchasing cooperatives (BuyBoard, TIPS, PACE and now 791) to leverage volume pricing and speed procurement while keeping options open for local vendors. Purchasing staff said the cooperatives handle the advertising and statutory bidding requirements, and the city is working to simplify vendor onboarding and broaden outreach so local businesses can participate more easily.
Council approved both resolutions; staff said more procurement improvements and vendor outreach will be brought forward in future presentations.
