Tupelo council approves routine contracts, grant application and authorizes executive session on property acquisition

Council President Nettie Davis presided over the meeting and led the votes on routine agenda items the council moved and seconded without extended debate. Among actions approved, the council authorized submission of an application to the Mississippi Office of Homeland Security’s State and Local Cyber Security grant program and approved a memorandum of agreement that allows the Tupelo Police Department to use 13 night-vision devices owned by a federal naval research division for an annual fee.
Deputy Chief (identified in the meeting as Deputy Chief) described the equipment, saying it “gives us a better outlook when we search for suspects, evidence and other things like that.” The memorandum was presented as an equipment-use agreement with liability and fee terms outlined to council members during the routine agenda item.
Other items the council approved included:
- Approval of minutes from the May 6, 2025, council meeting and the payment of listed bills. The bills were recorded in the minutes as processed by Janney Galson, Travis Beard, Lynn Bridal and Chad Mims.
- A $299 advertising item, a radio Memorial Day salute.
- The 2026 budget calendar.

- Award of the curb-and-gutter contract (Bid 2025-01 PW) as presented in the packet.
- Approval of the TPRD advisory board minutes for February 2025.
- Approval of a service agreement with Teret Utilities as presented.
- Approval of Change Order No. 1 on the Fair Park restroom contract, which the presenter described as a decrease in price of $26,000.
- Approval of a facility management agreement between the City of Tupelo and Downtown Tupelo Main Street Association for building/facility management services.
At the end of the regular agenda the council voted to go into executive session to discuss acquisition of real property. The council president asked that the mayor, John, Kim, Rosalind, Scott, Steven and Sandy remain for the closed session, language taken from the meeting record. The motion to enter executive session was made and seconded and carried.
Votes were taken by voice for the routine items; meeting minutes record the motions as moved and seconded and show approval after the council call for “All in favor? Opposed? Nay.” The meeting transcript did not record numeric roll-call tallies for those routine items in the public portion of the record.
The meeting closed the regular agenda and proceeded to the study and executive-session items with no additional public debate recorded on the approved consent items.
