For the substitute to House Bill 4352 the clerk reported “15 yays, 0 nays, and 0 pass,” and later announced the bill reported to the Rules Committee with “14 yays, 0 nays, and 1 pass,” the clerk said on the record. The clerk recorded similar tallies for House Bills 4353, 4354 and 4355 when those motions were called and the motions prevailed.
Committee members moved and seconded each motion at the start of the meeting before proceeding with testimony on other bills. The motions were procedural: adopting a substitute and formally reporting the bills with recommendations that they be referred to the Rules Committee. The clerk’s roll-call announcements provided the official vote counts in the committee record.
No substantive debate of the bills’ text or amendments is recorded in the committee transcript during the votes; the committee proceeded to take testimony on other bills scheduled for the agenda.
