County staff said the additional $2.5 million raised the county’s current commitment to $3.5 million of the roughly $5 million estimated to develop a 64‑unit facility, with 32 units reserved for women and mothers in recovery from substance use. County staff told the board that environmental review is nearly complete and that staff will submit the final review this month and then seek release of the funding once federal and state review steps are satisfied.
Why it matters: The funds are earmarked for a recovery‑oriented housing development intended to provide stable housing and supportive services for residents in recovery. County and nonprofit staff said the project will connect housing with services and that additional grant approvals and environmental clearances are required before construction can proceed.
Board action: Commissioner Wells moved and Commissioner Sloan seconded a resolution to accept the Commerce award and to approve the budget amendment; the board approved the motion by voice vote.
Implementation steps: Staff said they will finalize the environmental review, submit it for state approval and follow the state’s release process to draw down funds. County staff estimated some administrative steps could take several weeks to a few months before funds are available for construction.
