Rossing told council crews will use wet saws with water injection to cut concrete panels to reduce dust. Staff said outreach will include 90‑day mailed notices to properties adjacent to work and hand‑delivered flyers two weeks before crews begin in each neighborhood.
Council members asked about mitigation for possible dust and the project’s public‑outreach steps; several thanked staff for the web map and neighborhood mailers. Staff said projects are planned to be funded from the operating budget (maintenance program funds) and designed to proceed without right‑of‑way acquisitions.
