The City of Lake Jackson Planning Commission on June 3 approved an alternate site plan and alternate landscape plan to incorporate a 0.2323‑acre lease parcel for a Take 5 (Driven Brands) drive‑through oil‑change facility within the Plantation Village shopping center on West State Highway 332.
Commission records describe the lease parcel as 0.2323 acres within the larger, approximately 8+‑acre retail parcel that includes Hobby Lobby and other tenants. The engineer of record presenting the project described a three‑bay Take 5 building with in‑vehicle service and nine queuing spaces associated with the operation. Staff and the design team explained the proposed layout removes a portion of existing parking to accommodate the lease area and queuing lanes; the project is designated “alternate” because the proposed parking supply for the overall development after the lease would be below the city’s current parking requirement for the full retail parcel (staff cited a required count of 95 spaces vs. a provided 79 spaces), while the applicant proposes to rely on project precedents and on‑site queuing to meet operational needs.
On landscaping, the design team said the lease area proposes two new trees and the removal of one existing tree on a landscape island; the applicant also proposes additional planting across the site to replace trees lost during droughts and storms. Staff noted the original retail approval complied with a lower landscape requirement (about 7.5 percent) while the current ordinance requires 12.5 percent landscape area; the design team said the lease area increases pervious area on the leased pad and adds roughly 2,000 square feet of green surface within the vicinity of the Take 5 facility but that the lease footprint alone does not bring the entire 8+‑acre parcel up to the 12.5 percent threshold. Commissioners debated whether to require the property owner to bring the entire retail parcel to the current 12.5 percent standard; some commissioners said the long‑standing existing condition and the fact the applicant is making on‑site improvements supported approval, while at least one commissioner objected to continuing to grandfather the larger site.
After discussion the commission voted to approve both the alternate site plan and the alternate landscape plan for Plantation Village Section 12 Lot 1A to incorporate the Take 5 lease (filed 06/03/2025). The motion for the landscape amendment recorded a “nay” from at least one commissioner in the audio but the item was carried and staff moved forward to obtain signed documents. Staff said final signed plan sheets and the recorded lease line must be submitted before permits or recording actions proceed.
The approvals allow Driven Brands (Take 5) to proceed with the lease and the developer to revise site plans and landscape plans to reflect the approved alternate configurations; final permitting and construction will require submittal of the signed plans and contractor permits.
