Hayward council adopts FY2026 salary plan amendments for negotiated pay increases; two staff members recused

Hayward City Council adopted a resolution on June 3 amending the FY2026 salary plan to incorporate previously negotiated pay increases for multiple bargaining units and select unrepresented positions. The motion passed 6‑0 with one member absent; the city clerk and the acting city manager recused and left the chamber before the vote.
Deputy Director of Human Resources Ian Texan presented the item as an update to the salary plan, saying the changes reflect negotiated increases previously approved for multiple units, including HPOA (5.5%), and a 4% increase for clerical and maintenance units (SAU, Local 21, HAME), plus adjustments for unrepresented positions, the city attorney and city clerk. A separate 1.25% adjustment for police lieutenant as part of an MOU was also included. Texan said the increases were already built into the proposed FY2026 operating budget and posed no additional fiscal impact for FY2026.
Before the vote, the city clerk and Acting City Manager Lawson recused themselves because the action affected their positions and left the meeting room; Assistant City Manager Youngblood presided over the remainder of the agenda item. Council member Syrup moved the item; council member Zimania seconded. After public comment was closed and no speakers appeared, the council voted 6‑0 with one member absent to adopt the resolution.
Staff said the adjustments were previously negotiated and reflected in the budget being prepared for adoption on June 17. Council members did not request substantive changes to the salary adjustments during the meeting.
The adopted resolution updates the city salary schedule for FY2026 as described in staff materials and directs staff to implement payroll changes consistent with the negotiated agreements and administrative rules.
