Staff explained the proposed change aligns city code with state-adopted international property-maintenance and building-code standards. The draft language would deem an application abandoned 180 days after filing unless pursued in good faith or a permit issued; it would also make permits invalid if work is not commenced within 180 days of issuance (or if more than 180 days elapse between required inspections). The building official would be authorized to grant one or more written extensions not exceeding 180 days each, with written justification required for each extension.
Commission members discussed examples of justifiable delays (medical emergencies, complex work, financing issues). One commissioner asked for clarity on examples of justifiable cause and another asked to be recorded as abstaining because they were currently applying for permits; staff acknowledged that and the item moved forward. A motion to initiate the amendments passed; the record includes at least one commissioner recorded as abstaining from the vote.
Staff said the amendment is intended to prevent long periods when a permit sits unused and to give staff clearer authority and standards to approve or deny extensions.
