Planning staff enumerated required corrections: update the plan title and record-plan information, clarify whether contour lines are existing or proposed, provide a lighting plan at the required scale (Article 30), add a street cross section showing sidewalk location within the access easement, correct parking counts and site-statistics inconsistencies, add zone lines and adjacent zoning information, show removal of on-site parking tied to a proposed future office building and clarify whether certain parking areas are currently used or were previously removed.
Reviewers and staff raised operational concerns: dumpster locations interfere with sanitary sewer or access aisles and may obstruct sight lines when waste-management doors are open; waste management and fire reviewers emphasized gates and unobstructed access for collection and emergency vehicles. Traffic and staff also flagged multiple access points along the frontage road and said the plan should reduce confusing drive entries where feasible. Tree-species choices for canopy calculations were noted; staff recommended large-canopy trees rather than medium trees used in the submittal.
Equity Management Group and restaurant designers said they would coordinate with planning staff, traffic and waste management and that Tony Barrett would assist in updating the submission. Staff recommended postponement; a committee member moved the recommendation and the TRC voted to postpone.
