Planning staff requests postponement for South Broadway/Lynn Grove zone-change plan amid floodplain and utility concerns

Planning staff recommended postponement of a proposed rezoning and preliminary development plan for a portion of property along South Broadway (Burley Avenue/Simpson Avenue area) that sought to rezone parts of the site to R-4 for up to 220 multi-family dwelling units and additional townhomes.
Staff flagged multiple outstanding items: a required note that final development plans must be approved before building permits are issued; cleanup conditions; proposed and existing easements and building setbacks; a common open-space exhibit for the multifamily density; sidewalks along Burley Avenue; exhibits addressing Article 21 multi-family design standards; contour elevations and building height information; and an item concerning the termination of a public street on Sinton Avenue, which may require a waiver or public-street-standard compliance.
Water quality staff notified the committee that the site is in a designated flooding concern area and that downstream flooding and upstream contributions required careful review. Planning staff also noted a sanitary sewer trunk line passing through the site and said applicants must show how proposed buildings relate to that existing trunk line.
Tony Barrett, representing the applicant Anderson Communities, said the team would address stormwater with the city’s water-quality group and prepare exhibits such as open space details. Staff recommended postponement until the outstanding technical questions were resolved; a committee member moved to postpone and the motion passed by voice vote.
