Planning staff approves Patch and Wilkes Unit 1 Phase 2 with condition to add greenway access

The Lexington City Technical Review Committee approved a preliminary subdivision plan for MJSUB253 Patch and Wilkes Unit 1 Phase 2 after staff added a condition requiring a pedestrian connection from Patch and Wilkes Drive to the adjacent greenway.
The plan, presented by planning staff, reconfigures the property to show 115 buildable lots and one homeowners association lot on land near Winchester Road and existing neighborhoods. Staff noted sign-offs from engineering, traffic, landscaping, addressing, the urban forester, environmental quality, bike/ped, green space and the division of water quality; staff also said contours, a tree note and an HOA maintenance note were added from an earlier submission.
Rory Koehler, representing VA Partners, said the prior plan did not include a multi-use trail along Patch and Wilkes Drive but instead standard sidewalks; he told the committee, “There was never a shared use trail along Patch And Wilkes Drive. That was standard sidewalks.” He said the cross section did not include a multi-use trail.
During discussion committee members pressed for a clear pedestrian access from the subdivision to the greenway. A committee member suggested modifying condition 12 to require “resolve access from Patch And Wilkes Drive to the Greenway.” The applicant said they would consult their client on options.
Staff recommended approval with a modification to Condition 12 to ensure the access connection; a committee member moved the recommendation and the motion passed by voice vote.
The TRC discussion also included a safety question about pedestrian routes across Winchester Road to Summerfield and whether the developer would provide intersection improvements for children walking to school; staff said no specific site improvements were offered at this time. That exchange was recorded during the preliminary subdivision discussion and did not change the approval condition.
The committee’s approval was limited to the preliminary subdivision plan and included the revised condition on greenway access; final engineering, construction plans and any required permits remain to be submitted and approved before building permits may be issued.
