Finance review: council considers ClearGov subscription; staff flag refinancing impact on debt service accounting

Finance staff proposed moving an HR administrative assistant role into the finance department’s budget to align payroll and benefits administration under finance. Staff said that change will be reflected in the FY25/26 org chart and will affect benefits and payroll‑tax lines.
Councilors discussed ClearGov, a municipal transparency platform. Staff presented an initial estimate and asked whether to include the setup and annual subscription in the operating budget; the annual amount cited in the presentation was $13,320. Councilors generally supported keeping the item in the draft and suggested that, if it is retained, the recurring annual fee should be categorized under operating expenses rather than capital.
Staff also flagged an accounting impact from a recent debt refinancing. The refinance changes how the town’s debt service appears in the draft budget and, as presented, can make revenue and expenditures look like the town has $2,000,000 more on the books in the year of the refinance. Finance staff and the town manager said they are still finalizing the debt‑service schedule (quarterly payments, interest versus principal) and will insert finalized debt‑service numbers into the budget once those calculations are complete.
Staff asked the council for guidance on moving forward with ClearGov procurement and said they would supply a revised org chart and corrected wage allocations before the next review.
