County planners brief commission on Flagstaff Regional Plan retreat and county comprehensive plan 60‑day review

Melissa Shaw, long‑range planner, walked commissioners through the retreat agenda and packet materials for a joint city‑county Flagstaff Regional Plan retreat at Flagstaff City Hall. The retreat agenda includes an overview of the plan reorganization, a public participation period, and interactive work sessions on the future growth illustration (future land‑use map), trail alignments, and “sense of place”/community character.
Shaw said the retreat will include hands‑on mapping and sticky‑note exercises and that staff reorganized material in response to a 60‑day review. She noted some proposed changes to the trails map — primarily within city limits — and said the retreat is intended to allow commissioners to give direct input to plan drafters. The packet (hundreds of pages) includes maps, memos describing what was removed or reorganized since the prior draft, and scenario planning documentation.
Separately, staff outlined the county comprehensive plan timetable: the 60‑day public review will run May 19–July 18, 2025, with multiple open houses, a webinar and the plan posted for online comment (Conveio). If the 60‑day review proceeds without major delay, staff said planning commission public hearings could start in September with Board of Supervisors hearings in October; schedule adjustments were possible depending on public comment and workload.
Shaw and staff said the Flagstaff regional plan is intended to be placed on a municipal ballot (city ballot anticipated May 2026). Commissioners asked staff to bring photographs of surrounding areas for particular conditional use permit cases where design or visual impacts were discussed.
Why this matters: The draft comprehensive and regional plans will guide land‑use policy across the county and the Flagstaff region; the 60‑day review marks the formal public comment window for the county update and the joint retreat offers commissioners an opportunity to shape regional map and policy details.
