Commissioners review comprehensive-plan video; discuss extending special-use permit tied to CHIPS interest

Heidi Harris, planning and zoning administrator, played a draft promotional video for the county’s comprehensive plan that the planning consultant provided for distribution on the plan web site and social channels. Commissioners suggested adding more agricultural imagery (tractors, livestock, farm fields) and correcting a duplicated water-tower image before posting. Harris said focus groups and on-camera interviews with local stakeholders will follow and the final video will be placed on the comprehensive-plan site and shared with municipal partners.
Harris also asked the commission for direction on a special-use extension for a large parcel (SU2023-02) the county previously rezoned and approved for specific industrial uses tied to a CHIPS-related proposal. She said an applicant (the county or a named applicant tied to the parcel) must request a renewal and the planning office needs a formal letter from the commissioners indicating whether they wish to extend the special use and for how long, to include with the agenda for a meeting. Harris asked that the commission provide that letter by May 29 noon for placement on the June 2 agenda if commissioners wanted a motion to extend.
Commissioners discussed the regional semiconductor (CHIPS) activity and noted multiple entities and applications referenced in state-level announcements; the county noted interest from different firms and that the county had participated with a larger application package in the first wave of applicants. Commissioners debated whether to grant a one-year extension automatically or limit it to a shorter interval (suggestions included three or six months) so the property would not be tied up indefinitely if another applicant wanted a portion of the acreage.
No formal motion to extend SU2023-02 was made at the meeting. Commissioners requested additional information and said they would decide after hearing a planned presentation from a CHIPS-related representative (Dr. White) later in the meeting; the county indicated it could provide a letter “up to a year” and refine length after receiving further updates at a future meeting.
