The Pleasant Grove Planning Commission on May 22 approved a two‑lot preliminary commercial subdivision plat, Grove Commons Plat D, for property at approximately 1809 West State Street.
City planner Jacob Hawkins told commissioners that the request, made on behalf of applicant William Shoop, would split the existing lot into two parcels (approximately 0.75 acres and 0.625 acres) within the Grove Commercial Sales Subdistrict and extend an existing shared parking easement through the development. Hawkins said staff recommends approval because the subdivision meets the Grove zone requirements.
The project area currently contains an office building and previously included a shared parking easement supporting the nearby Viewpoint Apartments. Hawkins said the original parking easement provided about 53 spaces used in part by the Viewpoint Apartments and that the applicant proposes to extend that shared parking arrangement through the site to allow flexibility when future site plans are submitted. "That 53 parking spaces is divided pretty much evenly between these two existing properties," Hawkins said, and the proposed subdivision will redistribute the parking through the development.
Mark Greenwood of ALM Engineering, representing the applicant, told commissioners the original Grove Commons plan from 2014 had four buildings with roughly 6,000 square feet each and that the owners want to split the parcel now because there are buyers interested in separate buildings. "Jacob and the city have done a wonderful job in helping us," Greenwood said.
No members of the public spoke during the hearing. Commissioner Patton moved to approve the preliminary plat and adopt the staff report exhibits, conditions and findings; Commissioner Butler seconded. A voice vote was taken and the motion carried.
The commission's approval covers only the subdivision plat. Hawkins noted that building footprints, parking allocations, and open space will be reviewed later at the time of any site plan applications, when detailed Grove zone requirements (parking, landscape buffers, architecture) will be enforced.
Clarifying details from the hearing include the applicant’s plan to rename the resulting lots (to Lot 12 and Lot 13) and that shared parking serving the Viewpoint Apartments will be extended through the new plat. The transcript does not record a roll‑call or per‑member vote count; the action passed after a voice vote.
What happens next: the approval is for the preliminary subdivision plat; the applicant must satisfy final planning, engineering and fire department requirements and submit any future site plans for review before new buildings or changes are permitted.
