Baldwin Park council reports conditional offer for city manager, approves equipment report and consent items; asks staff for fireworks enforcement data

Baldwin Park City Council reported that it made a conditional offer of employment for a new city manager during a closed session and moved several routine items on its May 21 regular meeting agenda, voting unanimously on multiple items and directing staff to compile data on illegal-fireworks enforcement.

The council’s City Attorney reported out of closed session that "the council made a conditional for employment, for a new CEO City Manager on a vote of 4 to 0, with direction and intent to place an agreement with final terms at the next council meeting." The attorney also said the appointment for director of community development was continued to the end of the regular agenda.

Why it matters: A conditional hiring vote signals the council’s near-final selection of its chief executive; the full employment agreement and final terms will return to the council for approval. The council’s other unanimous votes cleared routine but publicly important items including the annual report on military equipment used by the police department.

The council unanimously approved the police department’s annual military-equipment report after a brief staff summary. The police chief described the document as "the normal report that we provide to the city council regarding the purchase of, our military equipment and the the things that we use for safety for the officers for the community." Councilmembers had no questions before moving the item.

The council also passed the consent calendar (items 1–6) and successor-agency and finance/housing authority consent items by roll call votes recorded as all "yes." The meeting record shows repeated 4-0 votes on those items.

On community-safety enforcement the council asked staff to prepare a report on illegal fireworks enforcement, fines and related incidents for the next meeting. Mayor Pro Tem Daniel Damien noted existing penalties and asked staff to include historical data: "we have a thousand dollar citation for the first the first violation," he said, and the mayor pro tem and other councilmembers asked that the report include the number of fines issued, any injuries or deaths attributable to illegal fireworks, and related fire incidents. Staff (Chief Deputy City Clerk Quinones and the police chief) agreed to provide the information and return options for enforcement and public-education outreach, including earlier social-media messaging ahead of July 4.
