Jonesboro committee recommends new 25 mph limits and stop signs on multiple residential streets

Councilmember Emerson read both ordinances aloud and the committee moved each to the full City Council for final consideration. Ordinance 25-012 lists a set of streets to receive a 25 mph limit and several intersections to receive stop signs; Ordinance 25-015 applies similar changes in a different neighborhood.
The measures advanced after a member moved to "recommend to the full council." Committee members cast ballots and the chair announced each item "does carry." The committee record does not include a roll-call vote tally in the transcript.
During discussion on the first ordinance, Councilman James McLean urged the city to study lowering neighborhood speed limits from 25 mph to 15 mph, citing a potential safety difference for pedestrians and children. "I really think we should look at changing our speed limit in our neighborhoods from 25 to 15," McLean said. Councilmember Emerson replied that staff would "circle recommendation on that moving forward" and that Emerson would follow up with McLean on next steps.
The ordinances specify the following: Ordinance 25-012 would establish 25 mph at Oakdale Street, Matthewston, Eddleton, Gold Custer Drive, Gold Custer Clove Close, Slim Bridge Drive, Cater Drive, Smithfield Drive, Bridal Lee, Mocernut Lane and Minga Lane, and would place stop signs at the intersections of Court Street and Manila Street, Boydston Street and Manila Street, East Street and Monroe Avenue, and Walnut Street and Cherry Street. Ordinance 25-015 would establish 25 mph on Dalton Farmer Drive, Fox Road, Silverstone Drive, Copperstone Drive, Whitestone Drive and Orville Orland Drive, and would add stop signs at Raines and East Oak Avenue; Antosh Circle at Colony Drive; Charleston at Brookstone; Silverstone at Brookstone; Copperstone at Brookstone; and Copperstone at Whitestone.
Next steps: both ordinances were recommended to the full City Council for consideration at a subsequent meeting; the committee did not adopt final, citywide speed-limit changes during this session.
