The Committee on Rules on May 21 advanced Bill 250372, which would expand the Mixed-Income Neighborhoods (MIN) Overlay District (section 14-533) in the Kingsessing neighborhood to include areas bounded by Woodland Avenue, 40th Street, Kingsessing Avenue, Warrington Avenue and 40th/8th streets. The Planning Commission reviewed the matter at its May 15 public meeting and recommended the change.
Paula Brumbelow Burns, director of legislation for the Philadelphia City Planning Commission, said the bill “will expand the existing mixed income neighborhood overlay to include” the identified area and “ensure that any qualifying residential developments in the area will preserve or create affordable units.” The committee then voted to report the bill with a favorable recommendation and to permit first reading at the next Council session.
Why it matters: expanding the MIN overlay brings the specified area under overlay rules intended to preserve or produce affordable housing in qualifying residential projects.
Next steps: Committee reported the bill favorably; Council will consider the bill for first reading at the next session.
