The Weber County Planning Commission on a unanimous 4-0 vote recommended approval of amendments to the Eagle Crest development agreement, forwarding the item to the county commission with six requested additions: restore third‑party inspection/outsourcing language, require the proposed pathway extension, require HOA maintenance of the pathway year-round, add minimal earth-disturbance language, add noise‑mitigation language with a decibel standard, and require traffic‑study language with mitigation/trigger provisions for future roadway improvements.
Staff said the Eagle Crest amendments closely mirror the Cobabe (Kobe Branch) changes and primarily clarify site-development standards, memorialize previously transferred density, add permitted-use standards for grading and on-site processing with dust- and mud-control measures, and call for pedestrian/bicycle connectivity that ties into adjacent projects (Bridal/Bridges and others). Planning staff told commissioners the applicant will construct pathway segments that connect to the broader trail plans in the Ogden Valley; county funds are available to build a portion of Fairways Drive that will connect to the project prior to city incorporation.
Why it matters: commissioners and residents flagged concerns about traffic and cumulative impacts on Highway 158 and surrounding intersections. The commission added a condition asking for traffic-study language and triggers that would require mitigation or contributions if observed traffic increases can be tied to the projects. Staff said county engineering will complete a technical review before the county commission takes a final vote.
Public comment included a request from Megan Bowen for a traffic study assessing vehicle counts, parking, and the Fairways Drive connection. Jan Fulmer (public commenter) asked for clearer address and mapping information for 4601 East Fairways Drive; staff explained addresses are formalized during subdivision/site-plan review and that the address in the public hearing packet was an approximate locator.
Motion and conditions: the planning commission moved to recommend approval per staff findings with the six additions that were also applied to the Cobabe item. The motion specified noise-mitigation language with a decibel standard and added a traffic-study requirement with wording to allow future mitigation or contributions from developers should verified traffic increases create the need for roadway improvements. The motion passed unanimously (4-0).
Next steps: staff will incorporate the planning commission’s requested language into the amended agreement for county commission review; county engineering will complete drainage and traffic technical reviews before the county commission acts. Staff said they will also clean up exhibit pages in the packet that mixed project exhibits (the staff report exhibits were noted as confusing in the meeting), and will verify exhibit and unit counts before forwarding materials to the legislative body.
