Planning commission backs Cobabe development agreement amendments with conditions including 2.5-mile multiuse path and temporary crash gate

Weber County Planning Commission on a unanimous 4-0 vote recommended approval of amendments to the development agreement for the Cobabe (Kobe Branch) subdivision, a previously approved development in the Wolf Creek / Ogden Valley area. Commissioners Schroer, Schweppes, Barber and Swampler voted to forward the item to the county commission after adding six conditions, including expanding the paved multiuse pathway from the applicant's proposed 1.5 miles to 2.5 miles and making the homeowner association responsible for year-round maintenance.

The amendments presented by county planning staff revise and replace earlier agreements, clarify site-development and use standards, memorialize the movement of development rights (density) already authorized by prior agreements, and add standards for grading and on-site material processing. Planning staff said the changes are primarily administrative updates to make the agreement clearer and to add specific standards — for example dust mitigation plans, truck wheel-wash requirements, and prohibitions against selling excavated materials off-site.
