The Zoning Atlas is a digital mapping and reference tool that translates zoning districts into an interactive format showing permitted uses, accessory-dwelling-unit rules, and other parcel-level development information. City Manager Horn described it as a planning tool useful to staff, developers and elected officials for clarifying district rules without always referencing dense ordinance text.
Councilmember Shields — who supported the initiative — asked staff to obtain additional details about how the atlas project would proceed if some partner jurisdictions or funders decline to contribute. Council amended a motion to make Petoskey’s $5,000 commitment conditional on the project being viable and on Housing North presenting a funding plan for the remaining gap.
Councilmember Moore voted against the commitment, saying he doubts the atlas alone will generate the housing outcomes described in some project materials and that Petoskey should focus directly on funding housing targeted to lower-income households. Councilmembers Shields, Nachtrob and Walker supported the conditional pledge; Mayor Murphy also voted in favor, producing a 4–1 approval.
Manager Horn said Emmet County has already pledged support and that Housing North will continue soliciting contributions from other municipalities and local foundations to close the project’s funding gap. Staff emphasized the council’s support was an expression of partnership and would not trigger an immediate transfer of funds until the project’s financing and scope are confirmed.
The council’s resolution noted the atlas would be a shared planning tool available to participating jurisdictions and could be used for public education about zoning allowances and constraints. Council directed staff to ask Housing North to report back with a project implementation timeline and the list of confirmed funders before the city releases any funds.
