Council approves rezoning and preliminary plan for South Village planned development; wetlands permitting noted

The Grand Haven City Council on June 2 approved a final zoning resolution to change the zoning of the Dake property at 70724 Robins Road from Transitional Industrial (TI) to Planned Development (PD) and accepted an associated preliminary development plan for the South Village PD.
Councilmember McLaughlin moved the final resolution; Councilmember Fritz seconded. Staff described the action as the second reading required by the city charter. City planning staff told council that one contingency on the zoning approval and the preliminary plan is that EGLE will take the lead on any work proposed in mapped wetlands and that EGLE may require delineation, mitigation or replacement of wetlands as appropriate.
Concerns from the public centered on wetlands mapped by the National Wetlands Inventory and state inventories, and whether a proposed development would affect sensitive areas. Jim Hayden noted that the Eagles (EGLE) wetlands inventory shows wetlands at the Dake property and urged the council to examine the mapping before proceeding. Planning staff responded that the Planning Commission’s motion included a list of conditions that the developer must satisfy before the final development plan is considered, and said the traffic impact study and permit requests will be addressed at the planning commission level.
The council recorded roll call votes in favor and adopted the final resolution. Council members emphasized that conditions from planning commission approval must be fulfilled before the project proceeds to final development approval; staff specifically cited the need for a completed EGLE permit process where wetlands are involved and a traffic study to address circulation impacts.
Motion and vote: Councilmember McLaughlin moved to approve the final resolution; Councilmember Fritz seconded. Roll call showed votes in favor from McLaughlin, Fritz, Moe and Vanessa. The council’s action approves the rezoning and preliminary plan contingent on the planning commission and permitting conditions being met. Parcel numbers: 70-03-33-100-072 and 70-03-33-100-073.
The council and staff said they expect mitigation options might include delineation, mitigation on‑site or replacement wetlands off‑site, consistent with EGLE guidance. The traffic impact study and other planning conditions will be handled during the final development plan review at the planning commission.
