The Mankato City Council on May 27 approved a feasibility resolution to advance design and bid preparation for an extension of Bassett Drive from Carver Road east about 1,300 feet, contingent on state funding for a related Bureau of Criminal Apprehension (BCA) forensic laboratory.
Kyle Reineke of ISG, the project designer, told the council the segment under consideration would be approximately 1,300 feet long, with a 39-foot roadway providing two travel lanes and a center turn lane, extensions of sanitary sewer and water, storm sewer, street lighting, a 5-foot concrete sidewalk on the north side and an 8-foot bituminous trail on the south side. Construction is intended to proceed quickly if the BCA receives a legislative appropriation for its facility; design was expected to be complete by mid‑June.
Reineke said the estimated total project cost is $1,811,660. The roadway and main utility costs are proposed to be split roughly 50/50 between the state and Blue Earth County; the BCA was estimated to receive an assessment of about $973,569 (approximately 54% inclusive of site-specific work) and Blue Earth County about $838,090. The city is performing the design work; design costs to date will be reimbursed by the state if the project proceeds.
Council members asked whether sidewalks were planned on both sides of the new segment; staff confirmed a typical 5-foot sidewalk on the north side and the 8-foot trail on the south side as shown in the design. City staff said if the BCA does not receive funding the project will not proceed now and the city will not bid construction until funding is secured; bids were anticipated to be opened in July with construction possibly beginning in August or fall if the appropriation is received.
The council voted to order the project and to authorize staff to proceed with bids contingent on funding; design and bidding steps were approved as a feasibility action rather than an unconditional construction authorization.
