RDC approves several trail-related invoices; staff reports Phase 1b design at 90% and environmental review underway

Invoice approvals: The commission approved a $419.06 invoice from the Northwest Indiana Times for the public request-for-offers advertisement related to the Westport site; it approved $4,054.11 as the RDC match for a Market Greenway Phase 1A change order; and it approved a Norfolk Southern invoice for $3,204.57 related to preliminary right-of-way work for Phase 1B. Each invoice was moved, seconded and carried by roll call.
Project status: Staff reported that Norfolk Southern received the commission’s 30% design, provided comments, and that Avan Marsh (design engineering firm) had addressed many questions. Staff said Norfolk Southern provided final responses the day of the meeting and the project team expects to resolve remaining questions by week’s end. The project has a 90% design package nearly ready and environmental review documents are under review by the Indiana Dunes State Park National Park Service office and regional office.
Staff also reported a recent re-survey of the Phase 1A pool-water area (Abba Marsh performed the survey) to collect elevation data; the survey is complete and data are under analysis for possible engineering solutions.
Funding and timeline: Staff said the Phase 1B construction portion is funded by a roughly $5,000,000 Next Level Trails construction grant (as described at the meeting) and that the project remains on schedule with quarterly reporting obligations to the grant program.
Motion and votes: The commission approved the Northwest Indiana Times invoice ($419.06), the Market Greenway Phase 1A local-share invoice ($4,054.11), and the Norfolk Southern invoice ($3,204.57). Roll-call votes for these items are recorded in the transcript and were affirmative.
